Dr.V.Balakista Reddy, Professor of International Law, Coordinator M.K Nayambar SAARC Law Center and Head, Center for Air and Space Law, NALSAR University of Law, Hyderabad. Dr. Reddy obtained his LL.M in International Law from Osmania University and M. Phil. and Ph.D. in International Air and Space Law from Jawaharlal Nehru University (JNU), New Delhi. He has more than 12 years of Teaching and Research experience.
An internationally recognized expert in Air and Space Law, Dr. Reddy presented papers on “Aerospace Technologies and Problems of Third World Countries” and “The Application of Satellite Technologies in Civil Aviation: Emerging Legal Issues” at the UNISPACE-III conference held at Vienna, Austria in July, 1999. He participated and presented a paper on International Trade Law and Developing Countries at the UNITAR/WTO Workshop on International Trade & the Doha Round, held from 4-8 Dec-2006 at UN Headquarters, New York. He has participated and presented views in the UNITAR/UNU Seminar on The role and functions of the United Nations Secretary-General during 18-19 December, 2006 at UN headquarters, New York.
Besides, above UN Conferences,he has participated and presented views at the conference on A Competitive Aerospace Environment: Is Globalization the Answer? on the occasion of celebration of the twentieth anniversary of the international institute of Air and Space law, held from 23-24 April, 2006 at Leiden University, the Netherlands. He also presented paper on “Globalization of Domestic Space Industries: The Issues and Challenges before Developing Countries with a Focus on India”at the Roundtable Discussion on Space Law: Era of Globalization by the National Center for Remote Sensing, Air and Space Law, University of Mississippi., USA. He also presented a paper on “India as an Emerging Space Power: Present and Future Challenges” in a workshop organised by the Centre Alexandre Koyré (CAK) on European Space Cooperation: Expectations and Perspectives on November 26th 2010 at Paris, France.
A prolific writer, Dr. Reddy has contributed extensively to various national and international journals on different facets of International law. His books on, (1) Air Law and Policy in India (1994) (2) Recent Trends in International Space Law and Policy (1997) and (3) Emerging Trends in Air and Space Law, (2007) have won international acclaim. These books attracted the attention of scholars and teachers in developed and developing countries. At present, he is engaged in various prestigious projects and assignments, which include the WTO and India: Issues and Challenges, Drafting of Model Space Legislation for India and Sensitization Programme on WTO/GATS and Globalization of Legal Profession: Opportunities and Challenges for Indian Legal Fraternity. Dr. Reddy is a visiting faculty to various universities in India and abroad. He is also an active member of many professional institutions which include the International Institute of Space Law (IISL), Paris, the Indian Society of International Law (ISIL), and the Aeronautical Society of India (AeSI), New Delhi.
The NALSAR University of Law established the advanced Center for Air and Space law (CASL) www.nalsarcasl.com in 2005 under the headship of Prof (Dr.) V.Balakista Reddy. Since then, CASL has conducted various National and International Conferences, Workshops and Published Newsletters, Books and Articles in Aerospace Law Fields. One of such conferences was held from September 24-28, 2007 in collaboration with International Astronautical Federation (IAF) and International Institute of Space Law (IISL) in Hyderabad. In this conference, Dr Reddy was instrumental in bringing the finale of Manfred Lacs Moot Court competition to NALSAR campus where three sitting World Court judges (Their Excellencies Abdul G. Koroma, Peter Tomka and Hisashi Owada) judged the final round of the competition. In fact on this occasion the World Court judges along with about 100 eminent scholars in air and space law from all over the world visited NALSAR and had a multidimensional interaction with the students and the faculty members on various emerging issues of Air and Space law. As a Head of Centre for air and Space law , Dr. Reddy initiated many new activities which included the launching a very state of the art Post-Graduate Diploma in Aviation Law and Air Transport Management (PGDALATM) www.pgdalatm.nalsar.ac.in being offered not only in India but in Sarjah (UAE) as well. Dr. Reddy also offers the seminar course on Air and Space Law at NALSAR and also has produced good number of students who are heading various National and International Aerospace industries across the world.
As a Coordinator of M. K. Nambyar SAARCLAW(www.saarclawcenter.org), he has organized various National and International Conferences, Workshops and Published Newsletters, Books and Articles in SAARCLAW Field, which include One Day National Workshop on “SAARC Trade Relations: Legal Issues and Challenges”, held on February 20, 2010 and International Conference on “Promoting Intraregional Trade in South Asia: Role of SAARC” held on 26th-27th March 2011. Dr.Reddy coordinated in organizing three South Asian teaching sessions on International Humanitarian Law in association with ICRC New Delhi which include “Tenth South Asian Teaching Session on International Humanitarian Law held on 11-18 April, 2007 ,Twelfth South Asian Teaching Session on International Humanitarian Law held on 16-23 April, 2008 and the Fourteenth South Asian Teaching Session on International Humanitarian Law held on 22-29 April 2009 which benefited the delegates from South Asian Region.
NALSAR University of Law also took a big leap under the able guidance of Dr. Reddy by introducing the most sought after the International Business Courses in India such as International Trade and Business Laws (www.itblnalsar.com) for the first time, meant for LL.M students so as to meet the future needs of the budding International Trade Professionals.Beside, supervising of M. Phil and Ph.D students, Dr. Reddy teaches L.L.B. and LL.M. Courses, at NALSAR, which include International Law, International Economic and Trade Law, International Intellectual Property law, Globalization & Human Rights, International Environmental Law, Global Insurance Regulations, International Humanitarian and Refugee Laws. He offers Seminar Courses on International Air and Space Law, International Litigation and Dispute Settlement, International Transport Law and International Commercial Arbitration.
